The price of customs broker services depends on the type of cargo, direction (import, export or transit), volume of documents and complexity. The Customs Code stipulates that customs clearance should be completed within four working hours from the moment when goods, commercial vehicles which are the subject to customs clearance were delivered to customs and the customs declaration was submitted. This time may be extended if it is necessary to conduct customs inspection, take samples, or in case if violations of customs rules are detected, etc. Thus, the time for customs clearance can vary significantly, but on average the process takes several hours and in the case of complex clearances it can take up to several days.
Customs payments are charged for customs clearance of goods and vehicles. They include toll, VAT and excise in certain cases. Additional costs include customs broker services, the cost of customs terminal services, expert services, the cost of storage at the customs warehouse, the processing of additional permits and certificates, costs associated with customs and physical inspection, transshipment, etc.
For successful customs clearance of a vehicle in Ukraine, you need to provide the following documents to the customs agency. Please note that the list is basic and in some cases additional documents may be required.
1. Documents confirming ownership of the car:
Sales contract (purchase agreement) or Invoice (invoice), if the seller is a legal entity.
2. Car registration documents:
Original car registration document (vehicle registration certificate) with a mandatory note on deregistration in the country of registration.
Transit car registration document (if issued).
3. Passport of the owner (person importing the car):
Passport of a citizen of Ukraine with registration, identification code.
4. Customs documents:
Customs export declaration.
5. Certificates and permits:
Certificate of conformity, which confirms that the car meets the environmental standards of Ukraine (not mandatory for customs clearance, but required for registration).
Certificate of origin (if available, it gives preference and reduces toll rates).
6. Other important documents:
- Insurance policy "Green Card" (mandatory for crossing the border).
- Power of attorney, if the car is imported or registered by another person.
